there no role called "sitecore power user". give term power user 1 who's willing/capable of taking on both official sitecore training , training in specific implementation delivery or support team. take knowledge , mentor/lead content management team in day day delivery of content. user has elevated rights if not administrative rights. mentioned above give 1 user more rights applying appropriate roles users sitecore account
